Abstract

This panel address the subject of the roles and functions of ministerial elites by looking not only at elites backgrounds and expertise but also at the way that they act while on the job: how they balance the need for responsibility, accountibly and representation with the political requirements of simply "getting the job done" Theory and evidence are drawn from an number of classic cases as well as new democracies to shed light on this relationship.
