Abstract

International bureaucracies consist of people. Whenever scholars ask about their impact on the policy-making or legitimacy of international organizations, they (implicitly) hold assumptions about individual agency. This panel invites papers that focus on the inner working of international public administrations, with a focus on concepts that explore the space between individual and collective actorness. What do we know about the working methods of international bureaucrats? Are they representative to their environment? Do they have specific working styles? How can we conceptualize their policy-making impact between micro and macro?
