Abstract

Political engagement is said to be transforming. This is expressed in multiple ways. The literature, however, points to a growing paradox: On the one hand neoliberal welfare reforms restrict the contents of established rights, on the other hand freedom of choice increases participation and expectations towards the welfare state.
