Abstract

Improving the coordination between various types of public actors is a crucial challenge for the modern state. The growing policy complexity and the emergence of new risks and crises seems to require more cooperation within and across public sector organizations. However, the heterogeneity of the actors involved, their multi-levelness and potential rivalry may undermine coordination capacity. This panel aims at taking stock of different empirical applications with respect to instances of coordination, covering both policy bureaucracies, local governments, and street-level bureaucrats.
