This Panel considers the aggregative and communicative functions of civil society organizations and their contribution to democracy. With particular reference to EU-level organizations it considers issues of accountability, the formation and mobilization of interests and their organizational changes, such as processes of professionalization and institutionalization. With reference to democratic theory, it considers issues of lobbying regulation with particular reference to the supranational level. It also considers issues of funding and processes of regulatory capture and their determinants in relation to EU institutions and agencies.
