This Panel investigates how plebiscitary politics and direct legislation responds to democracy's greatest challenges. The papers provide novel research on the effect of direct legislation on minorities and investigate how opinion-formation, attitudes and citizen behaviours condition, and are conditioned by, plebiscites that do not involve selecting representatives.
