Abstract

This presentation seeks to analyse the impact of Information and Communication Technologies (ICTs) on European Union (EU) governance. The White Paper on Governance (2001) outlined principles to determine EU rules, processes and behaviour. These are openness, participation, accountability, effectiveness and coherence. After more than ten years of experience, this study tests their relevance from the perspective of Internet democracy. In doing so, it addresses the utility of online-based policy dynamics, and how they spur mobilization through territorial or non-territorial cleavages. How have online mechanisms in EU policymaking affected the salience of these five principles? To answer this question, the study generates empirical data on the interplay between digital politics and policy dynamics within the Commission, the Parliament and the Council. The data collected will benchmark EU institutions' online activity against the five governance principles. The discussions above contribute to the debate on the EU's democratic deficit.
