The political system of the European Union is complex and combines a variety of different bodies. Apart from the institutions which are regulated in Article 13 TEU (Official Journal 26.20.2012, C 326), including the European Parliament, European Council, Council of the EU, European Commission, Court of Justice of the EU, European Central Bank, and Court of Auditors, there are several additional entities and organizations to which specific tasks are delegated. The EU's institutional system is unique in its form (sui generis) since the institutions perform both intergovernmental and supranational tasks and the various actors involved cooperate with each other in a multi-level system. The EU’s institutional framework “shall aim to promote its values, advance its objectives, serve its interests, those of its citizens and those of the Member States, and ensure the consistency, effectiveness and continuity of its policies and actions“(Article 13, 1 TEU). Thus, the institutions play an essential role in the process of European integration. This political system, which is characterized by complicated inter-institutional cooperation, has to adapt to current developments and is therefore subject to constant change. The panel deals with the issue of the different functions of the various institutions and their interaction. It should also draw attention to the problems and deficits that may arise due to the institutional structure.
