Abstract

The Norwegian Government has made the High North policy a first priority. What is the content of this new policy and furthermore, its implications. We will concentrate on the consequences and implications on land in the northern part of Norway. How is this new policy transforming the regional policy and economic field that has so far developed? The regional policy builds on the idea that growth is coming from processes within the region, in which different regional institutions play a crucial role. The new policy and the new businesses moving in are not regional, but national and global. How does the regional level meet these new and strong forces moving in? In the discussion, we will emphasize different core arenas and the interrelationships between them. The main focus would be on the indigenous arena, i.e. the Sami in Norway.
