Wrongdoings in Political Parties' Funding as a Risk for Democracy – Lessons from the Czech Republic

Abstract

The paper deals with the analyses of the wrongdoings in regular party financing, as well as transactions and ambiguity activities during election campaigns. The key question is: What are the main techniques that are used for non-transparent financing? Paper is organised as follow. In the first part we deal with current rules for political parties financing in the Czech Republic, and the retrospective of its development is made. Second part analyses the main wrongdoings and non-transparent activities dealing with financing, such as masking real donors, marketing service discounts, transactions from other parties’ accounts, as well as the week state control over political parties funding. Third part summarises the recommendations for improvement in comparison with the governmental proposal of the new law that is currently discussed in Parliament.
