Abstract

Tijuana was not always a violent city. In fact, until the State was imposed by Presidential Decree (1952) it was when corruption, fraud, and gross violations of human rights began to be observed, largely because of political violence and abuses of power. The question then, is not when? but how did criminality interrelate in Tijuana during the Twentieth century? In that sense, a first section will develop the historical structuring of political power in the state in Baja California. Governors Milton Castellanos, Roberto de la Madrid and Xicoténcatl Leyva stand out, as well as those state authorities that provided the necessary political conditions, so that transnational organised crime, co-opt state and municipal authorities. Later, the historical processes that were presented in Tijuana in the matter of regulation of private property are discussed. There were several state actors authorized to regularize; However, as will be seen later, the process was not fluid, fair or transparent, due to bad practices by state actors that fueled corruption and fraud. Finally, the historical processes that generated the spiral of violence were spelled out, and as crime influenced the real estate market of Tijuana during the decade 2000-2010.
