Abstract

My paper will discuss the different concept and agenda in two different parliamentary institutions - the European Parliament (EP) and the ASEAN Inter- Parliamentary Assembly (AIPA). The differences show clearly during the meetings of the Inter-Parliamentary Union (IPU) and Asia-Europe Parliamentary Partnership Meeting (ASEP) - part of the Asia-Europe Meeting - which show unequal position between the wealthy regions of Europe and developing countries of Southeast Asia. I assume that such inequality interaction matter a lot when discussing the global agenda of the United Nations’ (UN) Sustainable Development Goals (SDGs). Acknowledging this would proceed to common understanding and may result effectively in legislating policy on implementation of the SDGs. The analysis of the relationship/interaction between these inter-parliamentary organs aims to bring back the parliamentary dimensions into discussion to “sustainable goals,” whose implementation is extremely dependent on parliamentary control. In addition to governmental measures agreed upon at the international level, for achieving “sustainable goals,” it is important that the parliament scrutinizes the executive powers carefully. The interconnected international and national powers and responsibilities involved in the process create a political setting of understanding, which is crucially scientific and politically important.
