Abstract

Within this Top-down overview of EU crisis response in Afghanistan, Iraq and Mali throughout the conflict cycle, the FUB will analyze the EU priority areas in its response to crisis in its extended neighbourhood. This study entails an analysis of Council, EEAS and Commission policy-making in terms of policy formulation including the respective problem definitions and objectives, strategies and instruments. These processes also include the involvement of EU member state and the EU’s coordination and collaboration with related policies of other international actors (international organizations and states). Special attention will be given to ambitions to a policy incorporating a ‘conflict sensitive’ and ‘comprehensive approach’.
