The Impact of International Organizations on the EU Management of the Migration Crisis

Abstract

International Organizations (UNHCR, IOM) - part of the international regime that promotes and supports the international protection of forced migrants – have, unsuccessfully, appealed European countries to include within the EU political agenda, policies oriented to alleviate refugees’ and forced migrants’ suffering. Such appeals to political solutions aimed to face the contemporary Migration Crisis promoting solidarity, bringing back-in the human dimension, and protecting the fundamental rights of forced migrants, found EU policy-makers unresponsive. The humanitarian load of the migration Syrian crisis remain on the shoulder of few states (Turkey, Lebanon, Jordan, Iraq and Egypt) already affected that several security and social problems. The growing asymmetry in hosting of refugees shows a growing weakness of IOs in the global political system and a change in the normative principles of the international order. The paper addresses the puzzling topic analysing the inter-institutional relations of EU agencies and IOs in the crisis-management of humanitarian emergency unfolded in the Mediterranean.
