Abstract

The study is dedicated to a modern and topical political science issue about the Presidential legislative activity, using suspensive veto, by submitting written and reasoned requests to the Parliament (Saeima). The aim of the study is to examine State president’s after regaining of independence, reasons of suspensive veto in the governance of Latvia. Mixed methods are used to analyze written and reasoned requests for revised laws, identifying the reasons for return, the creator of laws or amendments, the policy area and sectors, the reaction of the Saeima and how the standard operating procedures are followed. The results of the study characterize the decision making and governance theories, constructs the scenario for the suspensive veto decision-making process that in future could involve networks. Despite this study is solely for Latvia, it is possible to use the scenario proposed for decision-making in the decision-making process to revise adopted laws of other parliamentary countries using suspensive veto power. The key finding of the study is, that the use of network governance in the decision-making process ensures a qualitative research and evaluation of the situation and increases the efficiency of decision-making.
