Abstract

Our collective task now and in the decades ahead is to transition to a post carbon economy. The scale of this shift will require actions big and small – from changes in individual behavior to shifts in entire industrial sectors such as transportation and manufacturing. What types of policies and practices are governments presently adopting in order to manage transitions in an equitable manner? This paper provides a jurisdictional scan of national and regional policies for a just transition across 25 OECD countries, 74 regions and 130 sub regions. It develops a typology of just transition policies and an overview of the main policy levers that are presenting being used (and underused) to manage this shift from carbon intensive industries.
