Radical cosmopolitanism

Should the concept of cosmopolitanism be superadded to the concept of the state, or conversely, should the concept of the state be subordinated to the cosmopolitan concept? Following Kant's thought on the subject, I will present the concept of cosmopolitanism as a concept based on the idea of the human species inhabiting the planet earth. This idea should be the overarching concept that organizes all relations on a global scale. To formulate the concept of cosmopolitanism in this way, it is necessary to answer the question: why should the species category be the leading concept? Is Kant's concept of universal history a sufficient argument here? And the most critical question: does Kant's concept envisage the leadership of the historical process being taken over by the human species, which is aware of its role, or is it to be disciplined by the nature that rules history until the end of history?
