Abstract

This paper aims to share the deliberative practice that puts community members at the centre of the analysis. Such a policy analysis was operated as part of the community action research, which the members of the community had conducted by themselves with the facilitation of scholars from the local university. The specific case is on elderly care policy deliberation, in which stakeholders came together to co-create local policy preparing for the future. Deliberative policy analysis in this regard was based highly on local demands and assets. The policy proposals from deliberative forums are not only legitimate but also rely very much on mutual support among community members. The sense of our commons was developed from a deliberative process and ignited them to realize their interdependencies among and across generations. Community-centric deliberative policy analysis, thus, can be a productive perspective to embrace complex local conditions, synergize local actors, and empower local people to take charge of their lives.
