Abstract

This contribution examines the EPSR’s dual role as a legal reference point and a driver of policy development. It analyses how the Pillar has influenced EU legislation in areas such as working conditions, gender equality and platform work, and how it has shaped policy initiatives in fields such as care, social protection and broader policy domains beyond the social sphere. Beyond formal legal acts, the presentation highlights how the EPSR has informed Commission agendas and interinstitutional negotiations, showing how it has operated as a catalyst for legal innovation, agenda-setting and the rebalancing of EU policy priorities.
