Abstract

Effective anti-corruption policy depends on number of factors from culture history or political leadership to administrative measures at the level of individual institutions. This paper will focus on the institutional level, however, possible links to broader societal situation and general policy will be examined. The paper will present a comparative study of anti-corruption programs of at least two Czech public administration bodies. The paper will start with summary of required anti-corruption measures according Czech legislation and national anti-corruption documents. This will be briefly compared with international anti-corruption policy guidelines. Consequently, two publicly available Internal Anti-corruption Programs of Czech public bodies will be examined. Criteria of this examination will be proposed, e.g. if transparency obligation are met, if documents are being updated and if the program is based on risk-analysis and adjusted on subject matter of the examined institution. Focus will be given also on internal and external evaluation of the internal anti-corruption programs. Next to document analysis number of interviews will be conducted both with national anti-corruption officers and reviewed institutions management. Finally, conclusions and recommendations will be presented. As a follow up of this study a next comparative study of internal anti-corruption programs in public and business sector is considered.
