Abstract

United Nations human rights treaty bodies are active institutions designed to advance human rights, but poor data availability has impeded research. We introduce a new dataset on all decisions on individual petitions from all core UN treaty bodies. Eight of the nine committees receive individual petitions from victims alleging violations of the corresponding treaty. We download and code all decisions resulting from these petitions, through February 2024. The dataset includes date of petition, date of decision, subject matter, relevant articles, and the outcome of the decision. We describe the data in detail across treaty bodies, states, topics, and outcomes. This dataset can be used for research on mobilization by non-state actors in filing complaints, activities on treaty bodies themselves, naming and shaming across international organizations, and state behavior following a decision. We explore how this measure of UN activity compares to non-governmental organizations' naming and shaming and combine it with existing data on compliance with individual complaints.
