Abstract

Policymakers face a steady growth in dependency ratios, making it difficult to devise more accurate policies. Their implementation at the local level shapes the lives of older individuals. However, who or what has been involved in this process? To address this issue, a detailed case study of local ageing policy implementation was conducted. In the case of Poznan (Poland), I identify the active participants in local ageing policy.To go beyond previously known studies, I used an actor-network theory. Its application widened the concept of actor, allowing to investigate both human and non-human components participating in policy execution.The findings reveal that different actors' viewpoints and interests influence the ideas and values that are used to develop municipal ageing policy.
