Abstract

Since 2015, there has been an increase in the number of draft bills in Poland which, although submitted by a group of MPs, actually serve to implement public policy coordinated by politicians who are members of the government. The paper discusses selected examples of such situations, seeking to answer the question of what makes it ‘profitable’ for the government to formally submit bills as parliamentary bills, even though in reality they are sponsored by the government or one of its politicians.
