Abstract

My proposal addresses the mounting challenges to international institutions seeking to address the challenges of nuclear proliferation. Great power competition, a transforming global political economy, and the rise of populism have all engendered pressure on the nonproliferation regime as we knew it. While the preceding Liberal International Order prevented dramatic departures for several decades (for the most part), populism has affected the rise of vertical proliferation among so-called “great powers” as well as horizontal proliferation, the rising incentives of new countries to seek nuclear weapons of their own, beyond any security guarantees from international institutions and collective defense frameworks.
