Beyond the promises of civic engagement

Across Europe and beyond, civic engagement is increasingly expected to address rural decline by compensating for shrinking public services, strengthening social cohesion and enhancing democratic resilience. This paper argues that these expectations rest on four implicit assumptions: that civic engagement is widely available, broadly inclusive, generally beneficial and largely independent of social and spatial contexts. Drawing on international research on rural civic engagement, volunteering and community development, the paper shows that these assumptions are only partially supported. Civic engagement is socially selective, spatially uneven and institutionally embedded. Its availability depends on demographic change, local resources and organisational capacities, while its outcomes are shaped by governance arrangements and local contexts. Consequently, its contributions cannot be generalised across rural communities. Rather than rejecting prevailing narratives, the paper argues for a more context-sensitive understanding of the conditions under which civic engagement contributes to service provision, social cohesion and democratic participation. It proposes a conceptual shift by framing civic engagement not only as a response to rural challenges but also as a socially structured resource that shapes rural societies. This perspective provides a more realistic basis for analysing both the potential and the limitations of civic engagement in rural development.
