Abstract

The corona virus (COVID-19) was the latest, but not the last, crisis to test the limits of social capital and resilience in Europe, with particular impact upon the most vulnerable. This panel gathers papers that take stock of Europe’s experience in tapping into social capital for crisis and disaster management, identifying both the raw sources of social capital and societies’ institutional structures for harnessing that capital in the face of crises. We aim to showcase how social capital, in turn, contributes to helping society’s most vulnerable even in the face of contradictory forces: disinformation, lack of trust, and widely varying threat perceptions in Europe. The papers showcase new empirical evidence on these key questions. Part of the EU-Builders project (https://buildersproject.eu/; grant 833496), but including on a wider set of scholars, the panel speaks to greater question of what determines resilience in European societies.
