Abstract

Today, both democracy crisis and citizen demand for transparency, equity, integrity and legitimacy have pressured to states to search for innovative and adequate responses, beyond conventional mechanisms. It is precisely from there that the Open Government proposals will emerge. We can understand academically, public management as: (i) the process of developing and implementing public policy and (ii) the delivery of public services. In both hand, it is necessary the modernization of public management institutions and also to foster the participatory strategies for citizens. Therefore, these changes would affect not only the internal frame of the political and administrative institutions, but also the relationship of them with society. However, there are certain doubts about the capacities that these institutions have to assume the potential that these new resources imply and to overcome the risks they pose. This Panel raises theoretical-methodological and practical discussion from the perspective of political science on: - Citizen and civil participation. - Transparency and efficiency. - Fight against corruption. - Emerging technologies in public-political innovation. - New models of governance in the provision of services.
