Abstract

One of the institutional missions of public organizations in the open government paradigm is to promote values and democratic participation even in institutions, relying on the three strategic pillars that characterize it: transparency, participation and collaboration (Pastor, 2018: 242). This new “collaborative style” has to be inclusive, it must avoid gender biases, following the recommendations of the Alliance for Open Government campaign, “Break the Roles” (OGP 2020). This bias impacts into a systematic low participation of women in the exercise of the right to access public information in Spanish public administrations: in the last four years, around 25% of requests and claims for information have come from women (30, 7% in 2020); in addition, men are more interested in information on certain policies, such as security (CTBG, 2020: 88-93). The Transparency Information Unit of the Home Affairs Ministry is the one that receives the most requests for information in 2020 (15.2%), but it one of the four that receive the least requests from women (21.1%) (Transparency Portal, 2020: 34-41). The objective of this paper is to present the results of the analysis of gender biases in access to information from the Home Affairs Ministry, since the entry into force of "Law 19/2013, on transparency, access to public information and good government".
