Over the past decade, the European Council (EuCo) has strengthened its pivotal role at the summit of EU decision-making. The proposed papers of this panel will examine a number of critical aspects of the work of EuCo: the evolving role of EuCo in the context of crisis-management, in particular with regard to the Eurozone crisis and the global pandemic; the relations between EuCo and the European Parliament, also with respect to the challenges to EU democracy and legitimacy during the polycrisis; and the impact of the Lisbon Treaty changes on the administrative arrangements that underpin the work of EuCo and its semi-permanent President. The proposed papers will enhance our understanding of the institution, and more generally will facilitate a reassessment of the path that the process of European integration has undergone over the past decade.
