This panel addresses the relationship between (gender-equal) representation and women’s leadership by considering both time and space. It includes the discussions on the impact of gender quotas on women’s leadership opportunities in various decision-making positions such as parliaments or public administrations while questioning the efficiency of women in leadership positions. The panel welcomes multiple methodological approaches, including both qualitative and quantitative methods. By combining case studies and comparative analyses, the panel provides a fruitful discussion on questions such as the role of women leaders and descriptive representation on women’s rights reforms? How do gender quotas and women’s rights legislation impact women’s ascendance to and exercise of leadership? How do opportunities and constraints for women’s agency differ across diverse levels of governance, including local, regional and international perspectives?
