Europeanisation and decentralisation of energy policy in Europe

Abstract

The decarbonisation of the energy system does not only imply technological changes but also institutional changes. The Europeanisation of energy policy has increased in recent years, meaning that some competences are transferred from the national to the EU level. At the same time, there are increasing calls for a more decentralised energy system with a greater participation of regional and local actors. To which extend this dual process of Europeanisation and decentralisation are compatible or synergetic? How European and national policies affect the degree and forms of decentralisation in different countries? Which institutions are needed to assure a coherent multi-level governance leading to a decarbonised (and probably more decentralised) energy system? This panel will discuss the interactions of Europeanisation and decentralisation of energy policy, their implications on the energy system design, the role of political power structures, conflicting strategies and policies, and institutional frameworks needed for decarbonised Europe.
