The transition to a low-carbon energy supply poses particular challenges for regions that are still heavily dependent on coal and carbon-intensive industries. The current energy crisis, supply chain disruptions and rising fossil fuel and electricity prices related to Russia's invasion of Ukraine have increased uncertainties, challenged coal phase-out plans and called into question just transition processes. In this panel, we invite contributions that address policy responses, actions and interventions that enable just transition from coal and other carbon-intensive industries. We are particularly interested in policy and planning experiences with developing and implementing just transition plans, mobilising regional and/or local human capital, and engaging stakeholders in territorial just transition plans: What are regional examples of good practice, and what approaches have not worked and why? We are also interested in contributions that map, analyse and evaluate transition processes and the associated discourses and narratives to find out whether they are perceived and seen as just.
