Abstract

This panel empirically tackles normative principles such as accountability, democratic legitimacy, (inter)governmentality, power, representation, and transparency. Contributions focus on the European Commission, the European Council, the European Ombudsperson, national officials in the Council of the European Union (EU), and stakeholders, and apply a diversity of theoretical and methodological approaches, ranging from interpretative and post-Foucauldian analysis to the study of self-empowerment and information quality. Building on different types of data—including text-as-data in consultations to in-depth interviews—all contributors offer insights into how institutions, their members, and stakeholders act and interact in the EU’s system of multi-level governance.
