Abstract

Achieving policy coherence has become a key objective in climate governance, yet tensions between environmental, economic, and social priorities persist across different policy domains and governance levels. This panel brings together diverse perspectives on the opportunities and challenges of achieving policy coherence using a wide variety of methods, including qualitative text analyses and machine-learning. Together, these papers provide new insights into the complexities of policy coherence, highlighting trade-offs, institutional barriers, and innovative approaches to fostering integration across governance levels, sectors, and policy instruments.
