Abstract

This panel explores how international organizations (IOs) adapt their administrative practices and navigate shifting power dynamics under conditions of political contestation and financial uncertainty. Focusing on key areas such as financing, staffing, and public communication, the panel investigates how member states exert influence through both formal and informal means—whether by withholding contributions, strategically allocating staff, or shaping bureaucratic discourse. These administrative decisions are not merely technical responses to external pressures; they are central to how IOs manage authority, maintain legitimacy, and respond to crises. Taken together, the papers offer new insights into how seemingly mundane bureaucratic practices become sites of political negotiation and constraint, with significant consequences for IO effectiveness and autonomy.
