Today, in comparative analysis of developing countries the importance of a competent and reliable bureaucracy for economic growth and social welfare is often stressed. Interestingly, bureaucrats are marginalized in current studies of retrenchment. This panel aims to address this void and assess whether this absence is warranted. We welcome contributions that address the role played by bureaucrats in designing retrenchment policies and those that study how bureaucrats and their organizations respond to the challenges presented by retrenchment measures.
