Abstract

The central question posed by this panel relates to how the roles of different administrative levels affect social policy, with particular reference to employment and health. Although it is often considered that these policies are typical ‘national’ ones, and thus are developed and implemented by national governments, this panel will discuss the dominance of governments in developing and implementing social policy. On the one hand, it is examined what exactly the role of the state ‘should be’ in organising health care. The similarity of how policy initiatives are developed differently, according to national contexts, will also be investigated. On the other hand, it is considered how other administrative levels, such as at the EU supranational level (Open method of Coordination), and at the local level, affect the development and implementation of social policy.
