Abstract

The latest round of Cohesion policy reform demonstrates the complex nature of policy formulation in a multi-level and multi-state context. In dense negotiations between Member States and EU institutions a balance has to be struck between financial distribution, past experience and future ambitions. Against this background the panel reflects on how the reformed Cohesion policy raises fundamental questions of the nature of the EU in terms of its redistributive capacity, MLG framework, and role in facilitating cross border cooperation. More specifically the panel examines to what extent the recent reforms are evidence-based and to what extent they are able to address future socio-demographic, economic, environmental and geopolitical challenges currently facing the Union.
