Abstract

The papers in this panel examine the role of institutional capacity and territorial capital as explanatory factors for Cohesion policy effectiveness, the degree to which such factors are at play in the place-based implementation of Cohesion policy in 2014-2020, and the changing MS and regional attitudes to EU solidarity and cohesion as fundamental aspects of the European Social Model, as evidenced by the evolving stances of MSs and regions in terms of Euroscepticism and budgetary positions.
