Abstract

Even peacekeeping and peacebuilding are an international institution system’s strategy in dealing with the promotion of peace worldwide, its achievement depends mainly and exclusively on the role played by other actors rather than institutions, such as states. To be promoted, states contribute into different spheres: supporting peace missions with technical, personal and financial attributes. Far from a discussion on what is success or its opposite in this scenario, the role played by the “International Actors in Peace-Keeping” and also peacebuilding are the core of this panel. Taking into consideration five contributions, the debate along this topic will enable a broader comprehension not only why countries engage in those type of international mission to peace, but the underlying reasons that will guide us for a perspective in conceptualizing international institution and actors’ engagement in peace. The debate includes a discussion, first, on the role of the United Nations, European Union and OSCE in promoting – alone and in partnership – peacebuilding policy to post-conflict countries; second, on the role played by external actors in the struggle between the Spanish government and the armed organisation ETA through the use of concept of ‘veto players’; third, on why Germany – after the reunification – became engaged in peace operations deployed NATO and what are the implications of Germany´s participation to, fourth, continue the debate about the role of Germany as a ‘responsible peacebuilder’ while involved in the UN peacekeeping operation in Mali (MINUSMA). And, finally, take the case of Brazil’s engagement in Haiti in order to explain the UN’s turn towards stabilization and geopolitics.
