Given the significant increase of coordination activities that go beyond the borders of the nation state, be that in the framework of macro-regional integration (e.g. EU, ASEAN) or globalization, policy development in post-secondary education is more and more characterized by exchange of ideas. These ideas are exchanged between state as well as non-state actors, across governance levels and across policy domains. This panel focuses on analysing antecedents and consequences of such exchange of ideas concerning a variety of aspects of higher education, specifically status and positions of different actors in higher education governance, as well as processes of evaluation at meso (organizational) and micro (individual) levels.
