Given the significant increase of coordination activities that go beyond the borders of the nation state, be that in the framework of macro-regional integration (e.g. EU, ASEAN) or globalization, policy development in post-secondary education is more and more characterized by exchange of ideas. These ideas are exchanged between state as well as non-state actors, across governance levels and across policy domains.
