New Insights on the Policy Process through Comparative Applications of the Advocacy Coalition Framework

Abstract

The Advocacy Coalition Framework (ACF) has been applied to study the formation of coalitions, policy learning and policy change in a variety of countries and policy domains. The ACF also provides critical insights into the ways in which people coordinate, engage in conflict, and collaborate within policy process. Many ACF studies, however, are case studies of one policy process in one country. This panel will highlight a collection of papers that engage in comparisons of policy processes, through an ACF lens, across countries, policy domains and/or over time. In doing so, the papers in this panel contribute novel insights to the ACF about the contextual factors that shape how people interact and engage in policy processes, as well as the policy outcomes of those interactions.
