Five million reasons to Lower the Corporate Tax Rate – How Political Entrepreneurs, aspects of Time and Ideas interact with Institutions and Actors’ goals in German Policymaking
Multiple-Streams is one of the most promising policy-theories, especially when it comes to aspects of time, ideas, processes and the role of central actors. However, often-cited shortcomings are associated with this policy-lens. In analysing the Job-Gipfel of 2005 I will demonstrate, that the integration of institutions, a more central role of parties and specified actors‘ goals, can enrich the concept, broaden its explanatory power, and help to shine a new light on policymaking in Germany, whereas those shortcomings can be rebuted.
