Abstract

One of the questions within legislative research focusses on the extent to which certain institutional configurations affect legislative production. Previous studies have mainly focused on institutional determinants of legislative production such as divided government, bicameralism, or the role of parties and their effect on the latter. However, few studies have focused on available parliamentary resources and their effects on legislative production. The main goal of this paper is to approach legislative production from a comparative perspective within the Latin American region. We focus on how certain parliamentary resources (legislative consulting, infrastructure, material and human resources) affect legislative production. In so doing, we base our analysis on laws passed in 16 countries during 2010 in combination with survey data from the Parliamentary Elite Project from the University of Salamanca.
