It can be said that the experience of South American integration is very similar to other congener experiences in progress around the world. In this sense, despite the significant particularities of the countries that compose South America, it is important to point out that this is a process in which approaching members seek to emphasize more the aspects of similarities than those of differences. Regarding the South American process of energetic integration, it can be said that, in all the attempts, the prevailing approach was marked by projects dominated by a “bilateral” vision. Nevertheless, the Initiative for Infrastructure Integration of South American Region (IIRSA), proposed by Brazil, sought to overcome the dominant view by establishing/introducing a “regionalist” view. However, because it is a topic that is considered strategic for regional projects of energetic integration, it also involves policies that solve the dichotomy sovereignty-cooperation.
