Democratic nstitutions are built through rules and regulations and governed by a diverse set of actors. The level or quality of the institutions built depends on how these regulations and legal or political standards are respected and adhered to by society at large. Thus, institution building and rule of law go hand in hand. Transitional Justice (TJ) measures can contribute to establishing these institutions. But as to what extent and whether TJ measures effectively leverages the quality of institutional performance remains to be seen. It is assumed that if TJ measures are applied in an impartiality, inclusiveness and independence way, they can strengthen institutions, rules and procedures. This paper will also reflect on some comparative country case studies by the ORA TJ project.
