Monitoring stands for a key but so far rather neglected function of the World Trade Organization (WTO). This paper seeks to limit the gap in the study of the WTO’s monitoring. To this end, it pursues two main objectives. First, the paper presents the first version of a new data-set on the other-reporting behavior of WTO member states in the Trade Policy Review Mechanism (TPRM). This data-set involves a large number of selected member states’ other-reporting interventions. The respective data reveals which member states are the most active in providing the information on the compliance of other member states. Second, the paper also offers a preliminary explanation for the large variation that we observe in the member states’ other-reporting. In explaining the variation, the paper considers a number of explanatory factors involving domestic and international, as well as economic and political factors.
