Abstract

As the fast paced transition seeks sustainability there is a push to the federal structure necessitating changes though the New Plan Body as one glove does not fit all. Can we develop a new mechanism that plans according to India’s strengths, empowers states, and brings on board all economic activity, including what happens outside the government? Three-tier mechanisms: Team India of the new federal plan body for the federal structure is to be a combination of three teams- the Prime Minister and Chief Ministers, the Union Council of Ministers : and the bureaucracy in the Centre and the states. Some states especially from the North-East have expressed concern over losing special category status.
