Identifying Good and Bad Judges: Measuring Quality and Efficiency of District Court Judges in Slovakia

Abstract

The paper proposes a measurement of quality and efficiency of Slovak judges based on the data published in annual statistical reports and apply it to all, almost one thousand, district court judges in Slovakia. Statistical analysis of the obtained data then allows to identify judges performing significantly better or worse than rest of the judges in similar conditions and determine their contribution to the overall performance of each court. The analysis provides an example of utilization descriptive statistical data about performance of judges that may be useful in providing substantial control of judiciaries and ensuring higher public accountability. Overall meaning of the proposed measurement needs to be established in the future via interviews with most important stakeholders or possibly through different types of data collection regarding performance of judges, such as surveys among stakeholders or qualitative analysis of judicial decisions.
