Drawing on techniques of social network analysis (SNA) (Wasserman and Faust 2009) we will take a closer look at the activities of international public administrations (IPAs) in two policy-networks of the UN Framework Convention on Climate Change (UNFCCC). Focusing on the communication and interaction patterns regarding REDD+ and Loss and Damage at COP 19/20, we will assess the relative network position of the actors involved. Studying the frequency as well as type of information exchange taking place in these networks will allow us to reveal the individual role of the stakeholders as well as the importance of policy-networks in general. The article will show that social network analysis allows for insights into the interrelations and mutual dependencies of the actors involved in global negotiations. By outlining the contours of a methodological approach, our paper will moreover add to the methodological assessment of IPA influence and interest intermediation
